Yes, to srrDB, you can at least get NFO and sfv.
Yes, it means someone had it and you should be able to find it. The only exception is if it was uploaded by Anonymous on 2017-03-17.
No one could know if he had them or not, you can get all data just from sfv, and he could just write some random data for bin/cue.
This doesn't mean you can get all non 2017-03-17 games, Worms.Armageddon-DVNiSO was uploaded 2017-05-11 and it is also lost.

I don't think these were lost later in 2005, but earlier in 2000-2002 when cable internet was still not widely available. And hard drives were small, so it's understandable only rip games were preserved. ISO games were mostly just burned to CD's.

Scene ISO games weren't available before December 1997 anyway, so it's not that big of a loss if most of 1998 and a couple of 1999 are also lost.
You can at least get home made ISO's from old-games.ru, legendsworld.net/shooter (just shooter games) and archive.org (search redump).
